The first step is to submit a letter of intent to the local

In the letter of intent you have to declare your contact
details and intention to adhere to the time restriction of renovating the
property within the timescale outlined.
This is only a letter of intent, and not a legally binding
document that commits you to a final purchase.
The Salemi council have stated that they will be accepting
letters of intent until further notice. The council’s intention is to analyse
the level of interest and may thenissue
further application procedures to those that have submitted a letter of
intent.
When you follow the link to the Salemi letter of Intent on line application procedures you will need to choose which MIPC service you prefer to use, the free service or the premium service.
MIPC Free Service :
You will need to enter your personal details. Be accurate as the online system uses the information you enter to submit your Letter of intent to the Salemi council. Your personal details are help in a secure database and will not be used for any other purpose than to submit the letter of intent. When you have entered your personal details your letter of intent in Italian is generated on line and you must print out a copy for yourself. When you print it an electronic copy is automatically forwarded to MIPC. MIPC then check your details for accuracy and forward your letter of intent to the Salemi council.
